Some buildings were even identified as Class D dangerous buildings and had to be demolished. The local government arranged for residents to move out of the community for emergency refuge and promised to demolish dangerous buildings and relocate them to their original locations within three years. Nearly three years have passed, and the demolition work has not yet started.

After the report was broadcast, nearly 200 households signed demolition agreements with the local government. Recently, demolition of dangerous buildings has begun.

When the north courtyard of Weinan Textile Factory Community was renovated in August 2020, due to improper operation by the construction party, serious water seepage problems occurred next to Building 8. The professional appraisal agency identified it as a Class D dangerous building. In July 2021, the Linwei District Government of Weinan City successively arranged emergency evacuation for the residents of the affected Buildings 3 to 10 of the community, and some residents were placed in government resettlement housing communities. According to the original promise, residents will be able to move back to their original locations within three years. However, the Weinan City State-owned Assets Supervision and Administration Commission, the superior unit of the Weinan Textile Factory Community, and the Linwei District People’s Government, the local government of the community, have not reached an agreement on the transfer of assets, and the demolition work has not progressed.

After the report was broadcast, a special class was set up in Weinan City. After coordination, the State-owned Assets Supervision and Administration Commission handed over all the assets to Linwei District, and Linwei District took the lead in development. On April 10, the Linwei District Government issued an expropriation and resettlement announcement. Resident Mr. Li told reporters that soon all the owners signed their long-awaited resettlement agreement.

Mr. Li said: “We signed the agreement, and they agreed to it. From now on, we will move back in three years, and now we will demolish it. There are three ways, one is monetized resettlement, the second is to move back to the original site, and the third is to move back to the original site.” It’s a relocation.”

The vast majority of residents chose to move back to their original location. Resident Ms. Zhang told reporters that the resettlement is based on 1:1.3, and the extra area needs to be compensated for the difference.

Ms. Zhang said: “The building is being demolished. It is not easy. I have been running for three years but there is no way. Now I finally have a way. We need to make up for the money. For example, my new house is 113 square meters, calculated at 1:1.3 , the supplement is about 250,000 yuan. The other is monetary resettlement, which is 4,600 yuan per square meter.”

After the State-owned Assets Supervision and Administration Commission of Weinan City handed over all property rights to Linwei District, Zhang Zhongfeng, deputy secretary of the party group of Linwei District Old City Renovation Affairs Center, which was responsible for demolition and resettlement, told reporters that 193 of the more than 200 households signed the resettlement agreement and returned. The design plan of the building is being reviewed, and the remaining residents are residents living in public property housing, and their resettlement plans are also being discussed.

Zhang Zhongfeng said: “Residents have signed an agreement with the sub-district office. Some are resettled in other places, some are relocated, and some are monetized. The people will be resettled first, and then investment will be attracted later, and then proceed according to the procedures.
