On April 23, Reps. Chris Smith (R-NJ, R-NJ) and Tom Suozzi (D-NY), co-chairs of the Congressional Uyghur Caucus, jointly introduced the Uyghur Racial Extermination Liability and Sanctions Act (HR8124).

According to a 2021 State Council statement, the Chinese Communist regime has committed “genocide” and “crimes against humanity” against Uyghurs and other ethnic minorities in Xinjiang.

“This critical legislation will help combat the horrific abuses perpetrated by Xi Jinping and the Chinese Communist Party against Uyghurs and other Muslim people in Central Asia, including forced labor and rape,” Smith said in an April 24 press release. Harvesting Uighur organs.”

According to reports, the new bill strengthens the Uyghur Human Rights Policy Act of 2020, which became law in June 2020, allowing the United States to impose sanctions on foreign individuals and entities involved in human rights violations in Xinjiang.

In addition to increasing sanctions on Chinese officials involved in abuses, the bill also requires the U.S. Secretary of State to submit to Congress a “strategy to deter and combat forced organ harvesting in China.”

If the bill passes, U.S. government agencies will be prohibited from contracting with companies suspected of using forced labor in Xinjiang. In addition, the State Department and USAID will be responsible for providing assistance to victims of the genocide and countering China’s propaganda about its genocide.

Additionally, the legislation would provide financial support to organizations documenting atrocities in Xinjiang.

“The Chinese Communist Party has inflicted horrific abuses against Uyghur Muslims and other ethnic and religious minorities,” the press release emphasized. “This legislation will strengthen our sanctions against Chinese officials who commit these crimes and provide additional documentation for abuses.” Behavioral organizations provide technical support.”

Last year, Republican Senator Marco Rubio of Florida and Democratic Senator Jeff Merkley of Oregon introduced similar bills in the Senate.

In the name of “fighting extremism,” the Chinese Communist Party has imprisoned more than 1 million Uyghurs in Xinjiang. These detainees have been subjected to forced labor, torture, political indoctrination, forced abortion and other inhumane treatment in the camps.

The day after the Senate bill was introduced, the Washington-based Uyghur Movement released a statement thanking the senators for their efforts.

Rushan Abbas, executive director of the organization, said: “The introduction of the bill is another important milestone in our continued pursuit of justice. It marks our unwavering commitment to safeguarding the Uyghur people who have suffered unimaginable suffering. Rights, dignity and resilience.”

She continued: “This initiative is a call for justice, a ray of hope piercing the darkness. We will leave no stone unturned in the pursuit of justice and accountability to the regime.”

In recent years, the U.S. government has sanctioned a number of Chinese Communist Party officials over human rights violations in Xinjiang. In July 2020, Chen Quanguo, then Secretary of the Xinjiang Party Committee, became one of the targets of sanctions under the Global Magnitsky Human Rights Accountability Act. In December last year, two mid-level Chinese Communist Party officials were sanctioned by the U.S. State Department and Treasury Department under the Uyghur Human Rights Policy Act of 2020. One of the officials is Gao Qi, the former head of the Xinjiang Regional Security Bureau.

In order to combat the CCP’s forced organ harvesting of prisoners of conscience, Smith took the lead in launching the “Stop Forced Organ Harvesting Act of 2023.” The House of Representatives passed the bill by an overwhelming vote of 413 to 2 last March.

After the House vote, Abbas issued a statement urging the Senate to “pass this bill immediately.” “The passage of the Stop Forced Organ Harvesting Bill of 2023 is an important step towards holding accountable those responsible for the heinous crime of forced organ harvesting,” Abbas said.

The Senate version of the bill (S.761), which was introduced in 2023, has not been approved by the Senate Foreign Relations Committee.
