Provisions have been made on the construction, due diligence and exemption mechanisms, the integration of the business environment in the Yangtze River Delta region, as well as basic systems such as supervision systems and incentive mechanisms.
Deputy Director Yao Zhonghua said that the business environment is becoming more and more important. Optimizing the business environment cannot be accomplished by a certain department or a government agency in a certain region. It is necessary to establish that “everyone is a business environment and everything is related.” Business environment, reflecting the concept of business environment everywhere. As the economic and credit department, we must create a market-oriented, legal and international first-class business environment for industrial enterprises and entrepreneurs, and create a stable, fair, transparent and predictable development environment for enterprises. Deputy Director Shen Siwen said that the promulgation of the Regulations has raised some original matters to a legal level, making the access, migration and cancellation procedures of market entities simpler and making government services more standardized. The “Regulations” cover 40 fields in 37 departments including construction, public security, and market supervision, and are widely used in 16 scenarios including policy fulfillment, tendering, property rights transactions, corporate listings, and bond issuance. The next step is to organize the cadres of the economic and information department to conscientiously study and understand the “Regulations on Optimizing the Business Environment of Zhejiang Province”, promote the study of the “Regulations” to be fully covered among party members and cadres, and further enhance the awareness of fulfilling the statutory duties of optimizing the business environment. level and practical ability.

Third, we must publicize the regulations to enterprises through various forms such as enterprise visits, and help enterprises better learn, understand, master and apply the Regulations. It is necessary to strengthen the construction of business environment work involving our bureau, not only in accordance with laws and regulations when formulating policies in this field, to protect the normal rights and interests of enterprises, but also to take the lead in reducing the burden on enterprises, and to build a preventive compliance system for key industries.
