After many days of rumbling up the suspicions of arbitrary gas charges in Chongqing and Chengdu, there has finally been an official resolution.

On April 19, Chongqing held a press conference on the gas investigation, notifying the results of the investigation, removing Che Dechen from the post of party committee secretary and general manager of Chongqing Gas Group, and requested the shareholders meeting to remove him from the post of chairman, and also sent a working group to settle in Chongqing Gas Group carried out thorough investigation and rectification of relevant issues.

Immediately afterwards, Chengdu also announced the results of its investigation on April 20, identifying problems with gas companies and requiring companies to fully refund gas fees that were confirmed to be overcharged.

Comparing the notifications from the two places, the issues reported are quite similar.Gas companies in both places have problems such as incorrect billing, using estimates instead of billing, confusing billing cycles, and irregular pricing.

As for whether there are problems with the gas meters themselves, the reports from both places unanimously stated: “Based on the current investigation and verification, no problems have been found in gas meter measurement and quality, gas quality, or changes in gas meter measurement through remote control.”

In other words, according to the official statement,The abnormal gas bill incidents that occurred in Chengdu and Chongqing were not due to problems with the gas meters or the gas itself, but were caused by problems such as irregular work, lack of serious attitudes, and inadequate management.

Logically speaking, the matter should come to an end here, but in relation to the entire incident and the issues behind it, there are still some things that I am not happy to say.

First of all, I would like to express my appreciation to the relevant departments in Chongqing for their vigorous and resolute investigation and handling of this incident related to people’s livelihood, and praise the Chengdu authorities for their quick follow-up.

Many people may not realize that this is a rare case in China where an official personally admitted that gas was charged indiscriminately.

It is not difficult to see that there are endless exposures on the Internet about abnormal gas meter readings and unreasonable charges. However, let alone official investigations, there are almost no reports of gas companies apologizing or refunding fees.

On the one hand, this may be because once such an incident occurs, the gas company usually handles the matter privately; on the other hand, it may be because it is too difficult for a single user to prove that the gas meter is abnormal and charges are arbitrarily charged.

To prove that the gas meter is abnormal, you have to send the meter to an authoritative third-party testing agency for evidence collection, which is difficult and costly in itself. As for the gas company, there are always various reasons why there is nothing wrong with the equipment or the meter reading.

That is to say,This problem is almost a dead end. As long as the gas company kills itself, there is no problem. Users do not have much gaming ability.In the end, it would be nice to get gas companies to refund unreasonable charges, but there is no way to pry into the industry’s ulterior secrets.

This time, if Chongqing and other places had not set up a joint investigation team and conducted a large amount of investigation and evidence collection, even if the users had reasonable doubts, if the gas company still refused to let go, I am afraid the users would have been helpless.

The official notification directly exposed various “sexy operations” that have been carried out by gas companies all year round, exposing some of the industry’s secrets to the public.

The doubts that the majority of users have had for many years have also been partially confirmed. Facts have proved that even if there is no problem with the gas meter, there are many ways for gas companies to overcharge or charge arbitrarily.

Based on this, the official investigations and reports in Chengdu and Chongqing are of greater significance than one place at a time, and have the effect of “breaking the ice”. Since then, when users have questions about gas charges, they have specific directions. At least they can reasonably question without falling into the dilemma of self-PUA.

For a long time in the past, gas companies have “quietly” charged arbitrarily during daily meter reading and billing operations. This behavior is similar to “ice cream assassins” and can be called “gas assassins”. It makes people feel very… I’m unhappy, but I can’t give a reason to object.

Now, with investigation examples from Chongqing and other places, users can confidently say no to similar unreasonable charges.

Of course, the reason why the gas charging scandal in Chongqing and other places alerted the authorities to intervene and mobilize all forces to investigate and deal with it was mainly because there were too many complaints, the problems were too big, and individual cases were too “scary.”

Before the official response came out, related complaints were already making a fuss on the Internet, and more than three or two families were involved.

According to Chongqing’s official announcement, “Relevant companies have received a total of 26,000 complaints.” What an astonishing amount of complaints. The report that “the gas bill for an elderly person living at home in Chengdu is 15,000 yuan for 4 months” shocked many people and exclaimed in disbelief.

Obviously, in the face of such public opinion, the relevant local departments have to respond and face the existing problems head-on.With such a large number of complaints and such staggering “consumption”, if the gas company still insists that there is no problem, it will not only become a joke, but also seriously damage the credibility of the local government.

In other words, it was the gas company’s ugly appearance that caused related issues to become a public opinion storm, and this “gas assassin” phenomenon forced local officials into a “corner.” If you don’t take action now, how long will you wait?

It is worth mentioning that in this incident, neither Chongqing nor Chengdu found any problems with the quality of the gas meter itself, or that the gas company had problems with remote control of the gas meter. This seems a bit inconsistent with the public’s “imagination”.

In particular, there is a video clip on the Internet that captures a gas meter running very fast, which makes people believe that the gas meter has been tampered with.

Now, according to official survey results, gas companies in Chengdu and Chongqing have managed to maintain their “bottom line” and have not directly modified gas meters (I don’t know whether this is technically possible) to achieve the purpose of overcharging.

If the gas meter is tampered with, then you won’t know who to trust in the future; miscalculation, random valuation, and irregular pricing are all management issues. Management problems can be solved by replacing the person in charge and rectifying them.If the “watch” is broken, it means that the “core” is also broken, which will completely destroy the user’s confidence. Once confidence is gone, it will be difficult to regain it.

In this regard, users in Chengdu and Chongqing may be able to breathe a little sigh of relief.

The Chengdu-Chongqing gas crisis has a warning effect beyond a single industry, affecting water, electricity, communications and other fields.

In fact, on weekdays, many people not only feel that the gas meter runs fast, but also that the electricity meter often runs around. Abnormal charges also often occur, including mobile phone bills and broadband charges.

It’s hard to say whether this is an “illusion”, but the “practices” of the gas industry officially disclosed by Chengdu and Chongqing can’t help but give people more “reasonable imaginations”.

We often see complaints online about why the electricity meter at home runs so fast, is there a quality problem with the electricity meter, or is there some trick played by the power grid company? Since gas companies in some places have management chaos, can we say that these problems may also occur in power grids and telecommunications companies?
