When the peak season comes, they work all night and night. There is noisy people, the sharp tearing of tape, and the crash of loading and unloading. Residents in the community have no peace all day long, and the entire community is in chaos, like a clothing distribution center. At 4 o’clock yesterday afternoon, a reporter from Chengshi Express came to Xinghe Apartment, which is 440 meters away from Jianguo North Road Subway Exit A and less than 1,000 meters away from Hangzhou Huanbei Silk and Garment City in a straight line.

The housing in the community was completed in 1999, and Chengyou LzB4rarQ has lived in it for 22 years.

It is understood that there are a total of 3 buildings with garages for rent in the community, namely Building 10, Building 14, and Building 15. There are a total of 40 garages, all of which are privately owned. The garages are on the first floor, and the residential buildings are actually counted from the second floor. The garage is more like a shop on the first floor, with a size of about 24 square meters.

In addition, there are 45 square meters of large rooms on the first floor, a total of 4 rooms, 3 of which are shared by all owners, and 1 of which is private.

The reporter saw that the public space in front of the merchant’s warehouse or the surrounding clothing were scattered and piled on the ground, clearly encroaching on the public space of the community. Most of the staff are sorting and packing down clothing.

Residents of the community said that the noise here mainly comes from the sound of tape when packing, which is too disturbing. The reporter tested it with a decibel meter on site. The noise during packing was between 64-74dB, which exceeded the “Urban Area Noise Standard” for residential areas. The maximum environmental noise limit is 60dB (residential, commercial, and industrial mixed areas, 60dB during the day and 50dB at night).

A tenant said that the merchants who rent garages here are individual merchants in the Huanbei market. His annual garage rent is about 30,000 yuan, and the tenants have chosen to sign for one year.

A young man who was sorting out the goods said that his family has a production factory, and all the down jackets in the warehouse are produced in-house. They only do wholesale, and each item costs one or two hundred yuan. The customers who come in to place orders range from big to small. Order more than a dozen sets (5 pieces per set), some may order 70 or 80 sets at a time, and some may order more than 100 sets.

The reporter stayed at the scene for two hours. The phenomenon of trucks blocking the road that Chengyou said did not happen. The staff of the clothing merchant informed them that the property management informed them a week ago that trucks are not allowed to enter the community after 4:30 pm. Now they are not allowed to enter the community. Use electric tricycles to purchase and ship goods.
