Taiwan representatives on the APEC Business Advisory Committee (ABAC) are Chen Junsheng, chairman and CEO of Acer, Zhang Jiayuan, chief technology officer and deputy general manager of Quanta Computer, and Lin Zhichen, general manager of Taiwan Mobile.

Lin Zhichen, who is representing Taiwan in his seventh year, said that APEC was originally intended to promote free trade cooperation. Over time, technological issues have emerged. Chen Junsheng pointed out that the meeting mainly discussed generative artificial intelligence and how to master and avoid risks. “Almost every prime minister at the CEO summit mentioned the impact of AI.” Everyone hopes to standardize and guide AI in a good direction through cooperation between the public and private sectors. . Zhang Jiayuan explained that AI includes three elements: data power, computing power, and algorithms. Among them, computing power requires computer support, and computers require many chips. Therefore, the AI industry supply chain will be a major focus in the future, and data and chips will be combined into a new ecosystem.
Zhang Jiayuan gave an example. AI has a wide range of applications. Currently, it is first introduced to industries with complete data and demand. Then it has encountered epidemics in recent years. In recent years, it has been mainly used in the health and medical field, but now it is gradually being researched and expanded to other fields. It is expected that there will be more next year. Use it wisely in the field.
AI security is also a topic of public concern. Chen Junsheng said that APEC leaders are paying attention to AI governance, but this is a complex process. Countries have different definitions of security. Every country and culture needs to be fully discussed before AI governance can be implemented.
However, Chen Junsheng said frankly that he has noticed the differences in opinions among the three major economies of the United States, China, and Europe, which may affect the development of the global digital economy. What Taiwan can pay attention to is the accuracy of data and the continuous strengthening of resilience in off-site backup.
Looking forward to next year, Chen Junsheng said that as long as the word “smart” is mentioned, whether it is smart cities, smart transportation, or smart medical care, AI must play a role in it, and it can also contribute to climate change. Zhang Jiayuan said that the DO AI Yourself plan will be upgraded to version 2.0 to make the plan more practical and regional.
