In June this year, Hardeep Singh Nijjar, the Sikh separatist leader in exile in Canada, visited Guru Nanak Sikh Temple in Surrey, British Columbia, Canada. He was assassinated in Guru Nanak Sikh Gurdwara. The leader is said to be running for the establishment of an independent Sikh homeland called Khalistan.

Canadian Prime Minister Justin Trudeau said on September 19 that there were “credible allegations” that Indian government agents were involved in the murder and accused New Delhi of planning the assassination.

The Indian government responded by dismissing the accusation as “ridiculous.”

The case has created a rift between two key partners in Washington. Relations between Canada and India have deteriorated rapidly, leading to the collapse of trade negotiations between the two countries and India forcing Canada to reduce the number of diplomats in India.

Blinken told reporters on Friday that resolving the dispute would require Canada to move forward with its investigation and India to cooperate with Canada. He said India and Canada are “two of our closest friends and partners, and we would certainly like to see them resolve any differences or disputes.”

“We have made our position clear to our friends and partners and they understand and appreciate it,” Indian Foreign Secretary Vinay Kwatra told reporters in New Delhi after the meeting on Friday.

Blinken’s efforts will help the United States get out of an embarrassing situation. The United States has used India as part of its Indo-Pacific strategy for many years to curb China’s economic and military expansion. On the other hand, Canada is an important ally of the United States, a member of the G7, and a member of the Five Eyes intelligence-sharing alliance.

India is concerned that pro-Khalistan political activity in Canada could reignite the movement in India.

Although the Khalistani movement now has little support in India, it enjoys small support among the Sikh diaspora in Canada, the UK, Australia and parts of the US – the largest Sikh population outside the Indian state of Punjab most countries.

Nijjar, a plumber who was born in India and became a Canadian citizen in 2007, is a well-known Sikh separatist who has been wanted by India for many years, and India says he is linked to extremist killings. But Canada denies that he committed acts of terrorism in both countries.
