Chen Wanhui pointed out that Taiwan’s current housing stock is about 9.228 million houses, and the number of vacant houses in the 2020 census is about 1.175 million houses. Talking about the problems faced by the current housing tax system, Chen Wanhui pointed out that housing tax is a local tax, and the high and low tax rates depend on the “House Tax Collection Autonomy Regulations” implemented by each local government, resulting in non-uniform tax rates across the country; the calculation method of housing tax is “tax base” Multiply the tax rate. Tax base assessment is the responsibility of local governments. When the tax base is generally too low, a slight increase in the tax rate will have minimal effect.

She said that the above difficulties highlighted the necessity of implementing the “central special housing tax”.

Chen Wanhui said that in order to increase the tax burden on empty houses owned by multi-household households, and to use the tax system to guide and improve the housing market, the Popular Party Group has proposed a draft of the “Special Tax Ordinance for Promoting National Residential Utilization” and established a “Special House Hoarding Tax” through the central government.
