“Interface News” reported that according to the Ministry of Emergency Management, at 1:29 pm on April 2, 2023, Jikun Mining Co., Ltd. (hereinafter referred to as Jikun Coal Mine) in Jiangyuan District, Baishan City, Jilin Province +290m East 1 Shimen South Wing 2 A large gas deflagration accident occurred at the coal mining face on the fourth layer of the mountain, killing 4 people and injuring 4 people (another 4 people were unwell and recovered after receiving oxygen), resulting in a direct economic loss of 10.16 million yuan.
After the accident occurred, Jikun Coal Mine failed to report as required and concealed the accident by illegally transporting and cremating the remains of the victims and sealing off the accident site. After receiving reports from the masses, the Baishan City Emergency Management Bureau and the Jiangyuan District Emergency Management Bureau went to the coal mine to verify the reported cases from April 3 to 12, but the mine still failed to report truthfully. On April 13th and 14th, four people including the mine investor and mine manager surrendered under pressure. The accident was verified to be true by the Baishan Municipal People’s Government.
Recently, the Jilin Bureau of the National Mine Safety Supervision Bureau released the investigation report on the accident. After investigation and verification, the Baishan Municipal People’s Government Office’s “Instructions on the 4·2 Gas Accident of Jikun Mining Co., Ltd. in Jiangyuan District of Baishan City” confirmed that a gas accident occurred in Jikun Coal Mine on April 2, resulting in 4 deaths and 4 deaths. People get hurt. After on-site inspection by the mine rescue team of Tonghua Mining Group Company, the hidden area was sealed and comprehensively searched, and no other casualties were found.
The accident investigation report put forward accountability and handling suggestions for 36 relevant responsible personnel. Among them, 12 people were recommended to be transferred to judicial organs for processing; 8 people were recommended to be given administrative penalties; 15 people were recommended to be held accountable for party and government discipline.
A total of 5 million yuan (approximately NT$21.98 million) in fines were imposed on Jikun Coal Mine for major accidents and concealment of reports, and were included in the joint punishment targets; Jikun Coal Mine did not obtain a safety production license and illegally produced products outside the scope of technical transformation design. Coal is an illegal coal mine. The illegal income, mined coal and mining equipment will be confiscated and fined. The Baishan Municipal People’s Government will be asked to close it in accordance with the law.
