The Legislative Yuan’s Times Power Caucus held a press conference today (1) on “People are not taking cars and motorcycles on the road but they want fair tax reform.” Legislator Chen Jiaohua pointed out that according to the global new car selling price survey, the average price of new cars in Taiwan is close to 1.32 million, making it the world’s largest new car price. The purchase price of a car is the sixth most expensive. The current license plate tax system has not been adjusted for many years. As a result, small-displacement and high-displacement cars in the same class have to pay the same tax. We call on the Ministry of Finance to immediately launch a tax reform project for automobiles and engines. .

Legislator Qiu Xianzhi pointed out that the Ministry of Finance initially estimated that our country’s tax revenue will be overtaxed by at least 100 billion this year. Whether the government will once again spread cash to please the people has triggered discussions from all walks of life. However, this kind of vote-buying policy of randomly distributing cash and spreading money among the people is not good for It will not help the country’s development and we should take the opportunity to conduct a thorough review of the tax system.

Chen Jiaohua said that imported cars from Taiwan plus customs duties, excise taxes and business taxes, as well as possible additional luxury taxes, have made the prices of imported cars increasingly unattainable. From the perspective of protecting the domestic automobile industry, , technology transformation and the introduction of foreign talents should be assisted, rather than OEM and assembly roles. Therefore, the party group has proposed reducing the 17.5% automobile tariff to 2.5%, so that the public can have reasonable prices for imported cars and diverse car purchasing options.

Chen Jiaohua said that the current grade design of the license plate tax system has not been adjusted for many years. As a result, within the same grade, small-displacement vehicles must pay the same tax as high-displacement vehicles. High-priced and high-emission vehicles , which is the same as the rate for domestically produced vehicles, violates the fairness of taxation. The government should amend the law to allow those who can afford to purchase high-priced vehicles to pay a reasonable amount of tax for the environment.

Regarding motorcycles, Qiu Xianzhi said that there are more than 14 million motorcycles in Taiwan, but according to the current goods tax regulations, cars and motorcycles are still regarded as luxury goods and taxed. It is simply ridiculous. The Ministry of Finance will tax cars and motorcycles as goods. The main reason for the tax is that it is classified as a mobile pollution source, which exceeds the purpose of collecting the goods tax. It is suspected of duplication of levies and charges with fuel fees or air pollution fees, and is inconsistent with the fairness and rationality of taxation.

Qiu Xianzhi pointed out that the party group has proposed reducing the goods tax on automobiles and advocating that motorcycles be exempted from goods tax in order to ensure fair taxation.

Legislator Wang Wanyu believes that the current collection of fuel usage fees adopts a “vehicle-based collection”. Regardless of the actual use status of the vehicle, the same rate will be levied, which will directly lead to unfair situations where gasoline and fuel fees are overcharged or undercharged. It completely violates the fair principles of “user pays” and “energy conservation”, but the Ministry of Transport still refuses to review the current gas and fuel fee system, which is simply against public opinion.

Wang Wanyu pointed out that during this session, the party group has proposed to amend the automobile fuel usage fee to “automobile road usage fee” and change the collection method to “collect according to the fuel”, hoping to truly comply with the principle of fair taxation.
