On the afternoon of April 26, President Xi Jinping met with US Secretary of State Blinken at the Great Hall of the People in Beijing.

Xi Jinping pointed out that this year marks the 45th anniversary of the establishment of diplomatic relations between China and the United States. The 45 years of Sino-US relations have gone through ups and downs, and they have given us many important revelations: the two countries should be partners, not rivals; they should achieve mutual success, not harm each other; they should seek common ground while reserving differences, instead of vicious competition; they should be true to their word. Faith and action will lead to results, rather than saying one thing and doing another. I proposed three major principles: mutual respect, peaceful coexistence, and win-win cooperation. They are not only a summary of past experience, but also a guide to the future.

Xi Jinping emphasized that three weeks ago, I had a phone call with President Biden and discussed our considerations for the stable development of Sino-US relations this year. We proposed that both sides should value peace, stability and trust. I have also emphasized that “the one who gets the big one can take the small one as well.” The world today is undergoing major changes unseen in a century. How to deal with this change is a question of the times and the world. The answer I gave is to promote the building of a community with a shared future for mankind, which has become the banner of China’s diplomacy and has been welcomed by many countries around the world. The earth is so big, and humans face so many common challenges. Ancient Chinese people talked about “working together in the same boat”, but I think now we need to “work together on the same planet”. Human society is closely related to each other for blessings and misfortunes. We are among you in every country, and you are among us. We should build the greatest consensus to achieve win-win and multi-win situations. This is the basic starting point for China to view the world and Sino-US relations. I have always believed that a big country should behave like a big country and have the mind and responsibility of a big country. China and the United States should set an example for this, take responsibility for world peace, create opportunities for the development of all countries, provide public goods to the world, and play a positive role in world unity.

Xi Jinping emphasized that when President Biden and I met in San Francisco, we proposed five pillars: jointly establish a correct understanding, jointly effectively manage differences, jointly promote mutually beneficial cooperation, jointly shoulder the responsibilities of major powers, and jointly promote people-to-people and cultural exchanges. These are the four beams and eight pillars that the building of Sino-US relations should have. Once the big principles are set, other issues will be easier to deal with. China is willing to cooperate, but cooperation should be two-way. We are not afraid of competition, but competition should be about common progress, not a zero-sum game. China insists on non-alignment, and the United States should not engage in “small circles”. Both parties can have their own friends and partners, and do not target each other, do not oppose each other, and do not harm each other. China is happy to see a confident, open, prosperous and developing United States, and hopes that the United States can also view China’s development positively.

Xi Jinping emphasized that China has a saying, “If you don’t advance every day, you will retreat every day.” The same is true for Sino-US relations. The momentum of stabilizing Sino-US relations is hard-won. I hope that the teams on both sides will continue to work hard to actively implement the “San Francisco Vision” reached by President Biden and I, so that China-US relations can truly stabilize, improve, and move forward.

Blinken first conveyed President Biden’s greetings to President Xi Jinping, saying that since President Biden and President Xi Jinping met in San Francisco, the two sides have made great progress in bilateral exchanges, drug control, andAICooperation in areas such as cultural exchanges and people-to-people and cultural exchanges has made positive progress. The world today faces many complex challenges, all of which require cooperation between the United States and China. During my visit to China, the American people from all walks of life in China whom I met also hope to see the improvement of US-China relations. The United States does not seek a “new Cold War”, does not seek to change China’s system, does not seek to contain China’s development, does not seek to oppose China through alliances, and has no intention of conflict with China. The United States adheres to the one-China policy and hopes to maintain communication with China, earnestly implement the San Francisco Consensus reached by the two heads of state, seek more cooperation, avoid misunderstandings and misjudgments, manage differences responsibly, and promote the stable development of U.S.-China relations.

Xi Jinping asked Blinken to convey his greetings to President Biden.

Wang Yi attended the meeting.
