The urgent need for new quality productivity.Recently, the provincial government issued the “Shanxi Province Implementation Plan for Promoting Large-Scale Equipment Updates and Trade-in of Consumer Goods.”

The “Implementation Plan” is divided into 7 parts and proposes a total of 45 key tasks and guarantee policies. Its main features are:

Focus on implementing the four major actions. The equipment updating operation in key areas focuses on the upgrading and transformation of equipment in seven fields: industry, agriculture, construction, transportation, education, culture and tourism, and medical care. The consumer goods trade-in campaign focuses on the trade-in of durable consumer goods such as automobiles, home appliances, and home decoration. The action to smooth the resource recycling chain proposes to improve the waste product and equipment recycling system and the second-hand commodity circulation and trading system, and improve the level of waste resource recycling and reuse. The standard improvement linkage action proposes to speed up the formulation and revision of a number of local standards, actively participate in the formulation and revision of national standards, and strengthen the improvement of product technical standards. For the four major actions, quantifiable development goals, specific actionable measures and a series of element guarantees are proposed.

Focus on improving industry quality and efficiency. Based on the characteristics of our province’s industrial structure, efforts will be made from both supply and demand ends. In terms of traditional industries, we will highlight equipment updates and energy-saving and carbon-reducing transformations in coal, electricity, steel, coking and other industries, and strive to improve the high-end, intelligent, and green levels of the industry. In terms of emerging industries, highlight the industrial capacity building of electric, methanol, and hydrogen vehicles, and accelerate the replacement of energy-saving and new energy vehicles. In terms of recycling of waste resources, we will focus on promoting the cluster development of resource recycling industries such as scrap steel and waste non-ferrous metals to further improve the level of recycling of waste resources in our province.

Taking digital transformation and intelligent upgrading as important directions for large-scale equipment updates, it is proposed to promote the accelerated integration of digital technology with industry, agriculture, municipal administration, education, medical care, cultural tourism and other industries, and to cultivate new models of intelligent empowerment of the digital economy. Focusing on steel, coking, non-ferrous metals, chemical industry, building materials, electric power and other industries, we will promote the coordinated transformation and development of digital greening of traditional industries in our province. Support enterprises in building smart production lines, digital workshops, and smart factories to accelerate the pace of digital transformation. Accelerate the progress of digital infrastructure construction and support the continuous improvement of the application proportion of advanced energy efficiency equipment such as data centers and communication base stations.

Focus on precise protection of factors. The “Implementation Plan” proposes that relevant departments should formulate and issue specific policies in seven major areas such as equipment renewal, consumer goods trade-in, and standard improvement in accordance with the division of responsibilities. A multi-pronged and coordinated effort will be made in finance, taxation, finance, land use, energy use, etc. to provide a package of support policies. For example, provincial capital construction funds can be used to provide interest discount support for fixed asset loans for equipment renewal and renovation.
