“Technology +” innovates new green and low-carbon scenarios. Guided by systematic construction, we will build a “1+4+N” smart agricultural science and technology system, accelerate the construction of 1 district-level smart agricultural management platform, 4 smart agricultural demonstration parks, and N smart agricultural network nodes, and promote the realization of intelligent agricultural production ization, operation networkization, management dataization and online service functions. With the goal of scenario-based application, we will promote the construction of hot pot digital platform and build a leading national digital agriculture (laying hen) innovative application base in China. Hechuan Smart Pig Breeding integrates the city’s first set of AI breeding technology, and “AI Smart Pig Breeding Technology Integration and Demonstration” won the 2021 Excellent Case of Digital Agriculture and Rural New Technologies, New Products, and New Models. Taking digital transformation as the starting point, we will continue to promote the “four major actions” of smart agriculture, and implement 20 smart agriculture experimental demonstration and promotion projects around digital grain and oil, digital animal husbandry, digital fishery, digital orchards, and digital vegetable gardens. Develop new digital agricultural e-commerce live broadcast formats, build 25 live broadcast bases for agricultural and sideline products, and cultivate more than 50 “agriculture, rural areas and rural areas” internet celebrity talents. The online retail sales of agricultural products in the region increased by 10%, and the informatization rate of agricultural production reached 42%.

“Farming +” writes a new answer to green transformation. Focusing on building an ecological barrier in the upper reaches of the Yangtze River, we will implement the “livestock-marsh-fruit (vegetable)” planting and breeding cycle model, and combine 30,000 acres of olives, 100,000 acres of citrus, 60,000 acres of loquats, and 500,000 acres of vegetable planting base to build an ecological breeding base. There are more than 30 demonstration bases for breeding cycle agriculture and animal husbandry, reducing the annual use of chemical fertilizers by more than 2,000 tons, effectively solving the problem of non-point source pollution in breeding. Two livestock and poultry manure centralized treatment centers have been built in the district. The comprehensive utilization rate of livestock and poultry manure has reached 91.8%. The supporting rate of manure treatment facilities in large-scale farms has reached 100%, which is at the leading level in the city. The comprehensive planting and breeding model of “rice and fishery (shrimp, crab) symbiosis” has been promoted, combined with high-standard farmland construction, and a number of rice and fishery bases have been built that meet standards and meet the needs of corporate planting and breeding, allowing owners to “move in with their bags.” A rice and fishery innovation team composed of Southwest University, Chongqing Fishery Science and Technology Innovation Alliance, and “soil experts” has been established to strengthen planting and breeding technology support. Create rice fishing brands such as “Hechuan Fishing” and develop recreational fisheries with rice fishing cultural characteristics. At present, Hechuan has successfully established two national-level rice and fishery comprehensive demonstration zones, and has developed a total of more than 25,000 acres of rice and fishery comprehensive planting and breeding.

“Protection +” integrates into the new green ecological pattern. In terms of protecting “fertile farmland ecology”, we have always regarded the construction of high-standard farmland as an important means of ensuring food security, further promoted the implementation of the strategy of “hoarding food in the land and hiding food in technology”, and promoted the “four modernizations” with the “four reforms”, A total of 922,400 acres of high-standard farmland have been built in the district, with a farmland irrigation guarantee rate of more than 90%. After reconstruction, the quality level of cultivated land has been improved to above 4.5. The comprehensive mechanization rate of crop cultivation and harvest has reached 60.63%, which is 7.13 percentage points higher than the city’s. In implementing the “ten-year fishing ban”, in order to protect the diversity of biological resources and promote the continuous improvement of the water ecological environment, Hechuan completed the task of decommissioning and converting a total of 582 fishing boats in the Jialing River, Qujiang, and Fujiang waters ahead of schedule in August 2020. And a comprehensive fishing ban will be implemented in natural waters from January 1, 2021, with the workload ranking second in the city. To improve the efficiency of law enforcement and supervision, the district has established a three-level grid-based law enforcement and supervision system of “district-level fragmentation, town and village responsibility, and full-time fishing protection teams patrolling river sections” to strengthen upper-lower linkage, departmental collaboration, special law enforcement, and extensive Through publicity, civil air defense and technical defense measures, the results of fishing bans have remained at the forefront of the city for many years.
