Recently, the “Notice on Carrying out Party Discipline Study and Education in the Whole Party” (hereinafter referred to as the “Notice”) issued by the General Office of the Central Committee of the Communist Party of China stated that from April to July 2024, Party Discipline Study and Education will be carried out in the entire Party.

To strengthen discipline construction, we must fully understand the importance of party discipline study and education. Marx pointed out: “The party’s discipline must be absolutely maintained, otherwise nothing will be accomplished.” Countless cases have proved that party members’ “breaking the law” always starts with “breaking the discipline.” Many leading cadres made mistakes, and in the end they said in their confessions that they did not understand or were familiar with the Party Constitution, Rules and Disciplines, and they woke up after re-studying something happened. The party’s disciplines and rules are the codes of conduct that all levels of the party’s organizations and all party members must abide by. Discipline is a written rule, and some rules that are not expressly included in the discipline are unwritten disciplines; discipline is a rigid rule, and some rules that are not expressly included in the discipline are self-restraint disciplines. If the party wants to manage the party and govern the party strictly, it must rely on strict discipline and rules. Strengthening discipline construction is the fundamental strategy for comprehensively and strictly governing the party. Strict discipline is an intrinsic requirement and important guarantee for strengthening and standardizing intra-party political life. We must insist on being stricter than the law and discipline before the law, and tighten the strings of discipline and rules at all times.

To strengthen discipline construction, we must deeply grasp the integrity of party discipline learning and education. The Party Constitution, Party rules and regulations are an integral whole. The Party Constitution is the general charter of the Party, the fundamental code of conduct that the entire Party must abide by, and the general outline that regulates the thoughts and behaviors of all Communists. It is the obligation of Party members to conscientiously study the Party Constitution and be familiar with it. All party members should regard the study of the Party Constitution as a required course, consciously study the Party Constitution, abide by the Party Constitution, implement the Party Constitution, and safeguard the Party Constitution, so as to truly internalize the Party Constitution in their hearts and externalize it in their actions. Party regulations and party disciplines are all formulated in accordance with the Party Constitution to better implement the Party Constitution and are an extension and concrete extension of the Party Constitution. We must conscientiously use the Party Constitution, Party Rules and Party Discipline to restrain our words and deeds, strengthen discipline enforcement, let the iron discipline “grow teeth” and “charge”, and enable the whole party to develop a high degree of consciousness in abiding by rules and disciplines. In particular, we must strictly abide by political disciplines and rules, and never be allowed to go against the Party Central Committee and engage in liberalism on major issues of political principle and major issues of right and wrong.

To strengthen discipline construction, we must strive to improve the effectiveness of party discipline learning and education. On the one hand, we must carry out in-depth party discipline study and education so that party members and cadres can enhance their awareness of discipline, master the knowledge of party discipline, imprint the party constitution, rules and disciplines in their hearts, and form a conscious awareness and good habits of respecting the party constitution and abiding by party rules and disciplines. On the other hand, we must pay close attention to the supervision of discipline enforcement, use discipline as a yardstick to measure the behavior of party members and cadres, investigate and punish disciplinary violations as soon as they are discovered, improve discipline execution, and maintain the seriousness of discipline. Adhere to the integrated advancement of strong party spirit, upright party style and strict party discipline. Party spirit is the foundation, party style is the manifestation, and party discipline is the guarantee. We should adhere to the party spirit, party style and party discipline at the same time, consolidate the foundation and cultivate talents ideologically, improve party spirit awareness, and strengthen anti-corruption and prevention. Change your ability and cultivate your awe-inspiring righteousness that cannot be corrupted by wealth, poverty or humbleness, and mighty and unyielding. In the process of carrying out party discipline study and education, we must resolutely oppose formalism and prevent “low-level redness” and “high-level blackness”.

The Communist Party of China is a party that is united by rock-solid beliefs and organized by disciplines as hard as steel. Beliefs and disciplines are the twin tracks that carry the existence and development of the party. Once the beliefs of Communists are shaken and disciplines are weakened, they will be in trouble in their thinking. After the revolutionary forging of comprehensive and strict governance of the party in the new era, the situation of lax discipline and floating work style has been significantly changed.
