On April 22, the Beijing Municipal Education Commission issued the “Notice on the Recruitment of Students with Specialties in Sports, Art, Science and Technology in Senior Secondary Schools in 2024”, which stipulates that schools are not allowed to organize enrollment without plans or beyond the plan, and it is strictly prohibited to “pinch” the selection of students in disguised form. Starting this year, Dongcheng District, Xicheng District and Haidian District will no longer be locked in districts and can enroll students across districts.

Category III schools can recruit students with special talents

Schools qualified to recruit students with special talents include three categories::

National-level traditional sports schools, Beijing traditional sports schools, and schools hosting the Beijing Student Golden Olympics Sports Team can recruit students with sports talents;

Special schools for art education in primary and secondary schools in Beijing and schools hosted by the Beijing Student Jinfan Art Troupe can recruit students with artistic talents;

Beijing Science and Technology Education Demonstration School for Primary and Secondary Schools and schools hosted by the Beijing Student Jinpeng Science and Technology Group can recruit students with science and technology talents.

Among them, national-level traditional sports schools, schools hosting the Beijing Student Golden Olympics Sports Team, schools hosting the Beijing Student Jinfan Art Troupe, and schools hosting the Beijing Student Jinpeng Science and Technology Troupe can recruit students from all over the city. Other schools qualified to recruit students with special talents can only recruit students in their respective districts.

Dongcheng, Xicheng and Haidian are no longer zone locked

It is understood that Dongcheng District, Xicheng District and Haidian District are no longer locked. Each school’s enrollment plan for students with special talents is no longer limited by the number of enrollment plans in the previous year, but the proportion of enrollment plan restrictions has been adjusted.

The proportion of schools recruiting students with science and technology expertise has been reduced, and is controlled within 2% of the school’s total enrollment plans for that year.

The enrollment plans for the three categories are not universal.

In addition, schools in Dongcheng District, Xicheng District, Chaoyang District, Haidian District, Fengtai District, and Shijingshan District that are qualified to recruit students with special talents in the city must follow the 15% ratio of the school’s plan to recruit students with special talents in the city, and cater to Fangshan District (including Yanshan) , Tongzhou District, Shunyi District, Changping District, Daxing District, Mentougou District, Huairou District, Pinggu District, Yanqing District and Miyun District will allocate quotas.

Each district will formulate a district-level testing work plan based on the actual enrollment of students with special talents, strictly enforce work procedures, strengthen standardized management, and strictly prohibit the replacement of district-level tests with school-level tests to ensure that the enrollment of students with special talents is promoted smoothly and orderly.

The Municipal Education Commission clarified:

It is strictly prohibited to organize enrollment in advance and select students in a disguised form;

It is strictly prohibited to organize various examinations on your own or jointly with social training institutions for the purpose of selecting students, or use the results of various examinations organized by social training institutions themselves;

Any competition certificate or results shall not be used as the basis for testing and admission of students with special talents.

Each district and school will take the initiative to disclose to the public information such as enrollment plans, enrollment plans, enrollment scope, enrollment procedures, consultation methods, etc., set up supervision and reporting hotlines, and widely accept the supervision of students, parents and society.
