In August this year, affected by Typhoon Dusuri, Jilin suffered continuous heavy rainfall, causing floods and geological disasters. Floods destroyed the houses of some villagers in Xinkai Village, Kaiyuan Town, Shulan City. Many houses were submerged in the water with only their eaves exposed. After the flood, many villagers were worried about how to survive the winter.
In order to ensure that the people have a warm winter, under the unified deployment of Shulan City, the newly opened villages after the disaster have been relocated as a whole and reconstruction work has begun. It is 8.7 meters higher than the original site, covers an area of 186,200 square meters, and has an area of 2,880 square meters of supporting public service facilities. The newly opened village is “reborn” step by step according to the established timetable.
Ju Wenguo, the person in charge of the reconstruction project site, said that in addition to renovating the house, electric floor heating was also installed inside the house to ensure that all water and power grids were unobstructed. Before the end of this year, the courtyards of the rebuilt households, the village square and the roads in the village will also be leveled.
At present, in the new houses, the room temperature of the villagers’ new homes reaches 23 degrees Celsius. Local cadres also actively visited and inquired, worked out solutions to the people’s urgent, difficult and anxious problems, and ensured that the people had a safe and warm winter.
In Shangzhi City, Heilongjiang Province, allowing disaster-stricken people to live in warm houses before winter has become a top priority in post-disaster reconstruction work. The newly built fire pits, newly laid floors, newly replaced doors and windows are clean and tidy, and the newly installed floor heating equipment exudes a strong warmth. Liu Haitao, Secretary of the Shangzhi Municipal Party Committee, said that currently, Shangzhi City has built 159 new houses, repaired and reinforced 3,710 households, and purchased existing houses to resettle 371 households. Since the flood season this year, rare heavy rains and floods have occurred in Liaoning, affecting nine regions including Dalian, Anshan, and Fushun. The housing and construction departments in the disaster-stricken areas have consolidated their responsibilities and carried out the restoration and reconstruction of farm houses damaged by the disaster in a practical and detailed manner. All rural houses damaged by disasters belonging to low-income group farmers belonging to the sixth category of key targets will be included in the dilapidated house renovation plan, and construction will start in advance to complete renovation and reconstruction work as soon as possible. They have completed the repair of about 10,000 farmhouses, repaired and rebuilt 35 boiler rooms and 67 thermal stations. The power supply capacity of the damaged facilities of 38,000 households in the “coal-to-clean energy” project has been restored.
On November 6, technicians from the Haidian Branch of Beijing Heating Group Co., Ltd. inspected gas heating equipment. The temperature has continued to drop in the north recently. Xi Taiping Village, Fangshan District, is located in a mountainous area. Mentougou District conducted research on the front line of post-disaster recovery and reconstruction, implemented the “Tough Month” campaign for a warm winter, established 9 post-disaster reconstruction teams and 3 post-disaster reconstruction working groups, started the repair and reconstruction of 2,557 farmhouses, and rectified 469 hidden dangers in gas pipelines. Heating equipment was repaired in 10,749 households, and 90 villages were restored to coal-to-electric power plants, making every effort to ensure the people’s safety and warmth during the winter.
During the floods, heating facilities in many places in Hebei were damaged. In Zhuozhou City, more than 5,600 damaged gas wall-mounted boilers and more than 2,900 air source heat pumps have been repaired or replaced. In order to reduce the financial pressure on the people, Zhuozhou City provides a subsidy of 1,000 yuan for each wall-mounted boiler and 5,000 yuan for each air source heat pump on the basis of ensuring the gas source. In Laishui County, Baoding, Hebei Province, 10 villages and towns located in mountainous and hilly areas will use clean coal for heating this winter, and the usage is expected to be around 51,000 tons. Laishui County urges relevant enterprises to plan early, connect early, reserve early, and organize vehicles to speed up distribution to ensure high supply and timely supply.
On November 15, staff from Tangshan Thermal Power Group Co., Ltd. inspected heating equipment at the No. 5 Chunxiao No. 5 thermal power station in Greentown Nanhu, Lunan District, Tangshan City. In the past few days, Lunan District, Tangshan City, Hebei Province has organized relevant departments and enterprises to conduct inspections and maintenance of the heating pipe network, heating facilities and heating equipment in residents’ homes within its jurisdiction, to ensure heating guarantees and ensure that people stay warm during the winter.
How to ensure that a small number of disaster-stricken people with difficult economic conditions have a place to stay?
