According to the competition rules, the publicity skills competition is divided into two stages: preliminary and final. The district and city traffic police detachments carry out propaganda and education for the elderly, students and professional drivers in rural areas in groups of 10 people each; the highway traffic police detachment carries out propaganda and education for professional drivers and new drivers in groups, with 9 people in each group.
