Recently, Zhejiang officially released the Zhejiang Provincial Local Standards for the “Two Health” evaluation system. The “Two Health” standard is divided into two parts: the evaluation of the healthy growth of private entrepreneurs and the evaluation of the healthy development of the private economy. To evaluate the healthy growth of private entrepreneurs, four first-level indicators are set up: patriotism and dedication, law-abiding operations, entrepreneurship and innovation, and social return. The first-level indicators are divided into 10 second-level indicators.

The evaluation of the healthy development of the private economy has set up five first-level indicators: economic vitality, innovation drive, structural optimization, quality and efficiency improvement, and risk prevention. There are 21 second-level indicators under the first-level indicators.

In 2018, the United Front Work Department of the Central Committee of the Communist Party of China and the All-China Federation of Industry and Commerce approved Wenzhou’s creation of a “Two Health” pilot zone in the new era. The “Two Health” standards are based on the principles of embodying characteristics, being quantifiable, and operable. They passed the expert review on September 19 this year.
