Many places have launched plans to “face” the cold wave
On November 5, the Central Meteorological Observatory issued an orange warning for blizzards and a blue warning for cold waves, strong winds, and strong convection. Affected by the strong cold air, there was heavy snowfall in the Northeast, and the local snowfall may exceed the historical extreme value for the same period. Lu Jinglong, chief forecaster of the Liaoning Provincial Meteorological Observatory, said that the rain and snow process in Liaoning has a wide range, complex forms, and heavy precipitation. After this rain and snow process, the temperature in various parts of Liaoning will drop by 10 to 14 degrees Celsius.
According to the emergency plan for freezing disasters in Jilin Province, Jilin Province launched a level four emergency response to snowstorms and freezing disasters on the 5th, and the province’s power supply, transportation, environmental sanitation and other departments quickly entered a state of preparation. Mudanjiang City in Heilongjiang and other places also launched emergency response to the blizzard.

Reporters saw heavy snow covering the roads in Changchun, Shenyang, Harbin and other places at noon on the 6th. Affected by this round of rain, snow and strong winds, some 66 kV and above lines in Changchun have been affected. The affected lines are mainly concentrated in Yushu, Dehui, Nong’an and Gongzhuling areas. As of press time, 70% of the faulty lines have been restored. State Grid Changchun Power Supply Company dispatched emergency repair personnel to fight with all their strength. There are 112 emergency repair teams on standby, and 318 emergency repair vehicles and related emergency repair equipment and materials are ready.

Cao Rui, head of the Network Monitoring Center of China Tower Heilongjiang Branch, said that from the night of the 5th to the 6th, power network failures occurred in some areas due to rain, snow and freezing weather. Affected by snowfall, some trains at Changchun Station were suspended. Gai Weidong, deputy director of the passenger transport workshop of Changchun Station, said that Changchun Station has launched a first-level emergency response, opened additional ticket windows, prepared sufficient refund funds, and strived to handle refunds, ticket changes and other services for passengers free of charge in the shortest possible time.
In order to prevent icing on the catenary caused by freezing rain and snow, starting from the night of November 5, China Railway Shenyang Bureau Group Co., Ltd. dispatched 206 ice scraping locomotives and ice scraping EMUs to carry out non-stop deicing operations.
Changchun Airport continuously cleans up ice and snow on the runway, intensifies the frequency of inspections of equipment sites and equipment antennas during periods of freezing rain and snowfall, and plans to carry out 57 flights on the 6th.

Many highways in Heilongjiang, Liaoning, Jilin and other places have adopted limited-time closure measures to strengthen snow clearing operations. In response to the snowfall, the Changchun Traffic Police Detachment activated first-level services, dispatched more than 2,000 police officers, and placed police on duty at important intersections and sections in the city. According to the relevant person in charge of the Mudanjiang Municipal Public Security Bureau, the public security and traffic police department focuses on urban roads, highways, national and provincial trunk roads, rural roads, etc., and immediately removes blockages to ensure smooth passage and guide vehicles to pass safely.
