At present, Yunnan has adopted orderly electricity consumption or load management measures for three consecutive years to ensure the smooth and orderly operation of electricity in the province, and has achieved remarkable results in jointly promoting electricity supply.

According to the relevant person in charge of the Provincial Energy Bureau, this year, Yunnan Province will focus on the target of 48.6 billion kWh of thermal power generation in 2023, establish a working mechanism for supervision, assistance, interviews and notifications, and urge key coal-producing cities to be established with the main leader as the team leader The special class for guaranteeing supply will continue to promote the increase of thermal coal production and supply. In April, the average daily supply of thermal coal reached 131,000 tons, and the average daily supply of high-calorific value coal reached 30,000 tons, both meeting national requirements. The thermal power start-up capacity continued to increase, with the start-up rate reaching 100%, and the daily power generation exceeded 200 million kWh, the highest in the past eight years. In terms of thermal power construction, among the five 4.8 million-kilowatt coal-fired power projects included in the national plan in Yunnan, the 700,000-kilowatt coal-fired power project of the Provincial Energy Investment Honghe Power Plant has started; the 700,000-kilowatt coal-fired power project of China Resources Zhaotong has been coordinated by the provincial government. The progress is speeding up, and it is expected to pass the approval before the end of May and start construction before the end of December; the remaining three coal-fired power projects with a total of 3.4 million kilowatts are accelerating the preliminary work.

In addition to thermal power, Yunnan also manages the construction progress of new energy projects in a list-based manner, and studies project construction issues and safeguard measures in a list-based manner. From January to April, 65 new energy projects were newly started in Yunnan, with an installed capacity of 5.17 million kilowatts, and a newly commissioned new energy installed capacity of 4.798 million kilowatts. In terms of large-scale hydropower construction, Tuoba and Xulong Hydropower Stations are under construction, Gushui and Benzilan Hydropower Stations are in preliminary work, and Longpan Hydropower Station is undergoing in-depth research.

Strive to generate 48.6 billion kwh of thermal power for the year

Yunnan continues to promote medium and long-term power supply guarantee work. According to the relevant person in charge of the Provincial Energy Bureau, from a strategic point of view, Yunnan is focusing on the short-term contradictions in the current power supply guarantee, responding to mid-term changes in the situation, planning for long-term sustainable development, strengthening strategic planning and policy research, and doing a solid job in the “14th Five-Year Plan” In the middle and late stages and even during the “Fifteenth Five-Year Plan” period, energy and power security and supply work will be carried out. From the point of view of specific measures, Yunnan will do a good job of strengthening electricity and coal guarantees, accelerating the construction of power supply projects, and striving for power from outside the province to enter Yunnan.

Specifically, in order to strengthen the guarantee of electricity and coal, Yunnan will launch a new round of high-quality coal development plan, and urge key supply guarantee coal mines such as Bailongshan and Yuwang, especially the safe release of production capacity of open-pit coal mines. In terms of new energy in the construction of power supply projects, planning management and resource coordination will be strengthened to ensure that 50 million kilowatts will be put into production during the “14th Five-Year Plan”. In terms of hydropower, we will speed up the construction of projects under construction to ensure that Tuoba Hydropower Station will be put into operation in 2024, and Xulong Hydropower Station will strive to achieve river closure in 2023; speed up the preliminary work of Gushui and Benzilan Hydropower Stations to ensure that construction will start as soon as possible. In terms of regulating power supply, 8 pumped storage projects in Yunnan have been included in the national plan, and currently 3 projects are advancing at a relatively fast pace.

In addition, in order to enhance the coal storage capacity, Yunnan will build a high-quality coal storage capacity of no less than 4 million tons. With the support of the National Energy Administration, five 500 kV power transmission and transformation projects have been included in the national plan, and the remaining 25 500 kV power transmission and transformation projects have been included in the national plan on a rolling basis. Strengthen the construction of large energy channels in Yunnan, actively strive for the connection of clean energy in the southeast and northwest of Tibet to Yunnan to continue the west-to-east power transmission, and actively promote the cooperative development and return of overseas hydropower in Myanmar and Laos.

At present, in order to do a good job in ensuring supply before the flood season and during the peak summer season, Yunnan aims to generate 48.6 billion kwh of thermal power for the whole year, and ensure that the thermal power starts to exceed 9.6 million kwh, and the daily power generation is maintained at about 190 million kwh; Accelerate the construction of new energy projects, and ensure that the installed capacity of new energy grid-connected and put into production in the first half of the year is 7 million kilowatts, and the annual production is 15 million kilowatts.
